Help CenterKDP will reject books like this with nothing on them at all, if there are to many consecutive pages that are blank.
KDP says this " To protect the reader experience, we allow no more than 4 consecutive blank pages at the beginning or middle of a manuscript file, and/or 10 consecutive blank pages at the end." From KDP Help Page.
You can try adding page numbers to all the pages, and or put a title at the top of the page with a line, so that the person would have a space to add a title. Or get creative in other ways and add something else to the pages like a border around the page, but stay within the inner green dotted lines in Book Bolt.
There are no guarantee's, that they will accept those even, but it definitely improves the odds of your book being approved.
