Yes you can do this, make sure you selected Bleed as an option when creating your project.
You could use any shape but for this example, pick Elements from left hand menu, pick the rectangle on the even numbered page .
Place it on the page, I think using the inside green dotted lines is best. If you choose to use the very outside edge of the paper, we would not advise it. There is no guarantee when they trim the pages slightly, into the margin area it will be exactly the same at the top and bottom of the page. Meaning .05 inches may be cut off on the top where your line is and .20 at the bottom. Then you will end up with 2 lines at the top and bottom that are different sizes.
Back to the rectangle, click on fill color, pick the transparent one. Then click stroke and for example in this case, choose 15, click black color if not selected already, then press okay.
Make the width on the right side, past the page by a bit so the vertical line on the one side is off the page.
Select is. press CTRL C to copy, go to the next page, odd numbered page, press CTRL V to paste it and shift it the opposite way of the one you just did. Press save. If you look in page view on the left, you get the idea.
