An algorithm creates the puzzles on the fly, it needs to make the puzzle grid as big as it needs to be, based on length or word or phrase. If you select diagonal and or reverse words to yes, that goes into the equation as well.
But picking diagonal and reverse words, this will limit the grid slighlty and may help accomplish the goal of having a range of grids that are says 16 x 16 to 18 x 18 for every page. But there are no guarantee's, because length of words into each puzzle matters as well.
